COMPLIANCE & LEGAL INFRASTRUCTURE

Built for legal and operational safety

Every WEM engagement runs on a documented legal stack — not informal arrangements. Here's exactly what you're covered against.

⚖️

WEM is the Legal Employer

Every employee is contracted with WEM Management & Consulting under Egyptian Labour Law. Your company has no employment relationship in Egypt — eliminating misclassification risk, permanent establishment exposure, and direct liability for labour disputes.

📜

Labour Law 14/2025 Compliance

All employment contracts drafted under Law 14/2025 (effective Sep 2025). Probation periods, notice terms, end-of-service benefits, working hours, and termination procedures all comply with the latest provisions.

🏛️

Tax & Social Insurance

Monthly income tax withholding (ETA filing), NOSI social insurance registration (Law 148/2019), end-of-year reconciliation, and statutory bonuses — all handled. New SI wage caps (EGP 2,700–16,700/month) applied automatically.

🔐

IP Assignment & NDAs

Standard contracts include full intellectual property assignment to your company, post-termination IP clauses, mutual NDAs, and confidentiality covenants enforceable under Egyptian and GCC law.

🔒

Data Protection

Personal data handled under Egyptian Personal Data Protection Law 151/2020 and aligned with GDPR principles. Data residency, access controls, and processor agreements documented in every engagement.

📋

Onboarding SLA

Documented SLA: contract issued within 48 hours, employee onboarded within 5 business days, payroll live on the next cycle (max 2 weeks contract-to-Day-1). Monthly payroll runs on day 1, invoices issued day 25.

W·E·M = Without Excuse, Minimal Risk

You need talent. The current options all fail you.

Hiring in the GCC means choosing between bad options. Here's why every existing path costs you money, time, or control:

EXPENSIVE

Hiring Locally in the GCC

A Senior Accountant in Kuwait costs $2,400+/month. Add visas, housing allowance, end-of-service. Multiply by 5 hires and your budget is gone.

  • 60% higher salaries than equivalent Egyptian talent
  • Long termination notice + EOS gratuity liability
  • Slow visa processing (4-8 weeks)
BLIND TRUST

Generic EORs (Deel, Remote, etc.)

They process payroll. That's it. Your hire works from a coffee shop in Cairo. No office. No visibility. No way to know if they're actually working — or moonlighting for 3 other clients.

  • Zero physical presence — pure payroll service
  • No managed workspace — you can't see your team
  • Not licensed as CA firm — auditors lose CA pathway
6 MONTHS+

Set Up Your Own Egyptian Entity

Form a company, register tax, hire a lawyer, deal with social insurance, find an office, set up payroll software. 6-9 months and 50,000+ USD before your first hire starts working.

  • Permanent establishment risk in Egypt
  • Full HR, accounting, legal team needed in-house
  • High fixed overhead even for 1-2 hires
THERE IS A FOURTH OPTION

WEM: The Only One That Solves All Three Problems

Who We Are

A licensed chartered accountancy practice —
and a regulated GCC talent partner

WEM is a Cairo-headquartered professional services firm — licensed by Egypt’s Ministry of Finance as a chartered accountancy practice, and concurrently authorised to operate as an Employer of Record for international clients. We give GCC clients access to qualified Egyptian professionals under formal employment, full compliance with Egyptian Labour and Social Insurance frameworks, and continuous visibility into a Managed Cairo workspace — all under one accountable engagement model.

01

Dual mandate, single accountability

One licensed entity serves both Egyptian clients (as a chartered accountancy practice) and GCC clients (as a sovereign-compliant talent gateway). One governance framework. One partnership leadership. No fragmented-vendor risk.

02

Regulated profession, not administrative service

Beyond payroll and onboarding — we maintain Ministry of Finance auditor registration, ESAA fellowship status, and full statutory CA-qualification pathways. Conventional EOR providers work at the administrative layer; WEM operates at the regulated-profession layer.

03

Verified physical operations

Every engagement is anchored in a fully managed Cairo office with supervised operations. For clients who want additional visibility, encrypted workspace dashboards are available on request. Clients in Kuwait, Riyadh and Dubai exercise continuous operational oversight — a level of transparency unavailable from any other Egyptian EOR provider.

Net-to-Gross Salary Calculator

Agreed with a new hire on a net salary, but need the gross for contracts and social insurance forms? Just enter the net — we'll automatically calculate the gross, insurance salary (Gross ÷ 1.3), taxes, and deductions based on Egyptian Tax Law 91/2005 (amended by Law 7/2024), Social Insurance Law 148/2019, and the new Labour Law 14/2025. Updated for 2026 caps.

ℹ️ This calculator provides indicative estimates only based on Egyptian payroll rules effective January 2026 — covering private sector employees (11% employee SI, capped at EGP 16,700/month). Minimum gross wage: EGP 7,000/month (NCW Decree, March 2025). Final figures depend on individual circumstances. Always confirm with a licensed Egyptian tax consultant or CA before finalising contracts.

📝

Common HR Scenario

You agreed with a new hire on EGP 15,000 net per month. But the contract, social insurance form (استمارة ١), and ETA payroll require gross figures. This tool reverses the calculation.

⚖️

Legal Framework (2026)

Tax: Law 91/2005 (amended by Law 7/2024) — EGP 20K personal exemption, progressive brackets 0%–27.5%. Social Insurance: Law 148/2019 + new Labour Law 14/2025 — 11% employee (private sector), capped at EGP 16,700/month (2026).

🎯

The Gross ÷ 1.3 Rule

Egyptian employers calculate the 'insurance salary' (الأجر التأميني) as Gross ÷ 1.3 — this is the basis for the 11% employee social insurance deduction. The result is clamped between EGP 2,700 (min) and EGP 16,700 (max), regardless of actual gross. It affects only social insurance, not income tax.

Audit & Accounting Firms

For GCC audit and accounting firms, WEM's EOR offering is unique in the market. Our status as a registered Egyptian CA firm — registered with the Ministry of Finance and a member/fellow of the ESAA — means auditors we employ officially log qualification hours toward Egyptian CA registration. This is impossible with any other EOR provider.

GCC firms get a dedicated, full-time auditor who is motivated, stable, and growing their career — not a freelancer managing multiple clients. And during peak audit season (January–April), the auditor can travel to your GCC office on a 3-month business visa.

✈️
On-site Jan–Apr (Audit Season)

Business visa arranged by GCC client. Low-season travel keeps total cost 40–60% below local hire.

IFRS 18 — the most significant presentation change in two decades

IFRS 18 replaces IAS 1 effective 1 January 2027 — introducing new mandatory subtotals (operating profit, profit before financing & tax), management-defined performance measures (MPMs), and retrospective restatement. Listed and IFRS-reporting entities must begin transition work in 2026 to be ready.

Egyptian Labour Law 14/2025 — what GCC employers must adjust

The new Labour Law (effective 1 September 2025) replaces the 2003 framework. Key changes: minimum wage now EGP 7,000/month, mandatory 3% annual raise (or EGP 250 floor), 120-day maternity leave entitlement (three times per career), and a first-time hourly minimum of EGP 28 for part-time staff.

WEM ORIGINAL · STRATEGY Q2 2026 Outlook

The 40–60% cost differential — is it sustainable post-EGP devaluation?

Following the EGP devaluation and the Labour Law 14/2025 floor adjustments, the GCC-vs-Egypt total compensation gap remains structurally wide. A senior auditor in Cairo still costs ~45% of the Kuwait equivalent and ~38% of the Riyadh equivalent — even with full statutory benefits. Our 2026 benchmark covers 12 GCC–Egypt role pairs.

THE STRATEGIC CASE

Why GCC companies choose Egypt

Five structural advantages making Egypt the most efficient workforce hub for GCC growth in 2026.

💰

Cost Advantage

40–60% lower total compensation vs equivalent GCC local hire, even after full statutory benefits and EOR margin.

🎓

Talent Pool Depth

600,000+ accounting and finance graduates. 100,000+ IT professionals. The largest English-speaking workforce in MENA.

🗣️

Language Fluency

Native Arabic + business-grade English. Cultural familiarity with GCC business norms. Zero translation friction.

🕐

Time Zone Alignment

Egypt GMT+2 · KSA/Kuwait GMT+3 · UAE GMT+4. 1–2 hour overlap = real-time collaboration, not async delays.

🤝

Cultural Compatibility

Shared business etiquette, work week alignment, religious holiday calendar match. Egyptian teams integrate seamlessly.

🇸🇦 SAUDI ARABIA · KSA

Egypt EOR & Managed Teams for Saudi Companies

Build & manage Egyptian teams for your Saudi business. Save 40–60% vs Riyadh, Jeddah, or Dammam local hires — without setting up an Egyptian entity, navigating Saudization quotas, or compromising on compliance.

Why Saudi Companies Build in Egypt

01

Saudization Pressure Relief

Saudization (Nitaqat) quotas restrict local hiring for non-Saudis. Egyptian teams operating remotely don't count toward your Saudi headcount, freeing local positions for Saudi nationals while you scale operational capacity through Egypt.

02

Same Language, Same Business Hours

Native Arabic speakers with deep understanding of Saudi business culture, etiquette, and communication norms. Egypt (GMT+2) overlaps with KSA (GMT+3) by 7+ business hours daily — true real-time collaboration with no async delays.

03

Cost Differential: ~50% Lower

A senior accountant in Riyadh: SAR 12,000–18,000/month (~USD 3,200–4,800). Same profile through WEM's Egypt model: USD 1,400–2,000/month, fully loaded with statutory benefits, EOR margin, and managed workspace. *Estimates based on benchmark roles.

04

No Egyptian Entity Required

Setting up a Saudi-owned Egyptian subsidiary takes 6-9 months, costs $50K+, and creates permanent establishment tax exposure. WEM employs your team under our Egyptian CA license — you remain a Saudi entity with no Egyptian footprint.

Typical Roles Saudi Companies Build Through WEM

  • Finance & Accounting TeamsSenior accountants, financial analysts, IFRS specialists, auditors. CA-track preserved through WEM's MoF license.
  • Arabic Customer SupportMultilingual call center agents, ticket handlers, customer experience specialists. Native Arabic + business English.
  • E-Commerce OperationsCatalog management, order processing, marketplace coordinators, product listings, inventory analysts.
  • Back-Office AdministrationData entry teams, document processing, virtual assistants for Saudi executives, HR coordinators.
  • Logistics & Supply ChainSupply chain coordinators, logistics analysts, freight documentation specialists.

🇦🇪 UNITED ARAB EMIRATES · UAE

Remote Workforce & Back Office Solutions in Egypt for UAE Companies

Build Egyptian teams for your Dubai, Abu Dhabi, or Sharjah business — managed workforce, supervised operations, payroll coordination. Save 40–60% vs UAE local hires while maintaining executive-grade quality.

Why Dubai & Abu Dhabi Companies Build in Egypt

01

UAE Office Rent is Killing Margins

DIFC/ADGM office space averages AED 350-600/sqft annually. A 10-person UAE team consumes 1,200-1,800 sqft, costing AED 420K-1.08M just in rent. WEM's Cairo-managed workspace is included in our EOR margin — zero additional real estate cost.

02

Visa Costs & Friction Eliminated

A typical UAE employment visa costs AED 5,000-8,000 + recurring renewal fees + medical, Emirates ID, labor card. Plus 4-8 week processing. With WEM Egypt teams: zero visa overhead, zero government processing, immediate deployment in 14 days.

03

UAE Time Zone Is Even Better

UAE (GMT+4) is 2 hours ahead of Egypt (GMT+2). Your Egypt team can start work at 9 AM Cairo (11 AM Dubai) and finish at 6 PM Cairo (8 PM Dubai) — perfectly overlapping your UAE business day, including evening operations.

04

Free Zone vs Egypt — The Math

Setting up in DMCC, JAFZA, or IFZA costs AED 20,000-50,000 in license fees + AED 15,000-30,000/year in maintenance + Etisalat/DEWA + visa quotas. Egypt via WEM: $0 setup, no entity overhead, no quota constraints, full Egyptian Labour Law compliance from Day 1.

Typical Roles UAE Companies Build Through WEM

  • Finance Operations TeamsBookkeepers, financial controllers, group reporting analysts, IFRS specialists. CA-track auditors preserved.
  • DIFC/ADGM Compliance SupportKYC analysts, AML compliance officers, regulatory reporting teams for UAE financial services firms.
  • Marketing & Content OperationsBilingual content creators, social media managers, paid ads specialists, SEO analysts.
  • E-Commerce & Marketplace TeamsAmazon.ae, Noon, Carrefour catalog managers, product specialists, order operations.
  • IT & Software DevelopmentFull-stack developers, mobile engineers, DevOps, QA analysts. Egypt has 100K+ IT professionals.

🇰🇼 KUWAIT · OUR HOME MARKET

Build Remote Finance & Operations Teams in Egypt for Kuwait Businesses

WEM's primary market is Kuwait. We're physically based here, fluent in the local business environment, and operate as the only Cairo-licensed Chartered Accountant practice fully oriented toward Kuwaiti companies. Save 40–60% on workforce costs while keeping your operations within Kuwaiti business hours and Arabic-speaking culture.

Why Kuwait Companies Build in Egypt

01

Kuwait Labor Costs Are Among Highest in GCC

A senior accountant in Kuwait City costs KWD 700–1,400/month (~USD 2,300–4,600) plus end-of-service indemnity, medical, and KOC-grade allowances. Same profile through WEM's Egypt model: USD 1,000–1,700/month, fully loaded with statutory benefits and managed workspace. *Estimates based on benchmark roles.

02

Visa Restrictions & PIFSS Burden

Kuwait's tightening visa quotas (especially Article 18/22), Kuwaitization pressure, and PIFSS social insurance obligations make local hiring increasingly complex. With WEM Egypt teams: zero Kuwaiti visa overhead, no PIFSS contributions, no labor card processing — just a structured remote team operating under full Egyptian Labour Law compliance.

03

Same Time Zone, Local Partner Presence

Egypt (GMT+2) and Kuwait (GMT+3) share a single hour difference — your Egypt team starts work at 9 AM Cairo (10 AM Kuwait) and finishes at 6 PM Cairo (7 PM Kuwait). Full overlap with your Kuwaiti business day. Plus: WEM's Managing Partner is based in Kuwait — face-to-face meetings, local relationship management, and rapid escalation are standard.

Typical Roles Kuwait Companies Build Through WEM

  • Finance & Accounting TeamsSenior accountants, financial analysts, IFRS specialists, group consolidation. Practical experience with Kuwait Stock Exchange listed firms (KPTC, Future Kid Trading) and Kuwait Boursa reporting standards.
  • Arabic Customer SupportMultilingual call center agents, Kuwait dialect-fluent customer experience specialists, ticket handlers for Kuwaiti retail, banking, and telecom clients.
  • Back-Office AdministrationDocument processing teams for Kuwaiti SMEs, virtual assistants supporting Kuwaiti executives, HR coordinators handling cross-border payroll.
  • Logistics & Supply ChainSupply chain coordinators for Kuwaiti trading houses, freight documentation specialists, inventory analysts.
  • Audit Support for Kuwaiti CPA FirmsEgyptian auditors registered with WEM's MoF license, handling audit fieldwork, IFRS testing, and working paper preparation for Kuwaiti audit partners — CA-qualification pathway preserved.

Competitive Advantage

Why WEM —
and only WEM

Every advantage below requires years to replicate. No competitor currently offers the combination of registered CA firm + EOR + managed workspace with live oversight.

Exclusive
🏛️

Registered Egyptian CA firm

WEM holds full CA licensing with Egypt's Ministry of Finance. Auditors we employ officially log qualification hours. No EOR competitor can offer this — they are HR platforms, not accounting firms.

Exclusive
📹

Managed Cairo workspace

A physical, supervised Cairo office. Encrypted workspace dashboards available on request — for clients who want operational visibility. No other Egypt EOR provider operates a fully managed workspace for client teams.

🎓

ESAA membership support

WEM is a member/fellow of the Egyptian Society of Accountants and Auditors. Employees can register with ESAA through WEM — a key professional credential unavailable through generic EOR providers.

💰

40–60% cost saving

Egyptian salary benchmarks consistently deliver 40–60% savings vs GCC local hiring. WEM's transparent fee structure covers all obligations — no hidden costs.

✈️

Audit season travel model

January–April is peak audit season. GCC firms arrange 3-month business visas for their Cairo team. Low-season travel costs preserve the savings advantage.

7–14 day onboarding

From signed agreement to employee's first working day in under two weeks. Setting up an Egyptian entity takes months — WEM is Day 1 ready.

Common Questions

Frequently asked questions

Do I need a legal entity in Egypt?
No. WEM is the legal employer in Egypt. You pay WEM a monthly fee and manage the employee's work. You have no Egyptian legal obligations, no payroll tax registration, and no entity setup costs or timelines.
How quickly can we hire?
Model A (WEM sources): typically 1–2 weeks from brief to shortlisted candidates; 3–5 business days more to onboard your chosen candidate. Model B (you bring): employee can start within 7–10 business days of signed agreement.
What happens if the employee leaves?
WEM handles all Egyptian employment termination procedures and obligations. For Model A clients, WEM will source a replacement candidate at no additional recruitment fee within the first 3 months of employment.
Can the auditor travel to our GCC office?
Yes. GCC companies regularly arrange 3-month business visas for their Egyptian team members, especially during audit season (January–April). WEM supports the visa application documentation. Travel costs in Jan–Apr are typically much lower than peak holiday periods.
How does the workspace dashboard access work?
WEM provides a secure, encrypted web link to your team's dedicated workspace dashboard. You can view it from any browser or device, at any time. Feeds are private and accessible only to your authorised administrators.
Is the workspace mandatory?
No — the workspace is an option, particularly valuable for clients with larger teams or who require the visibility and security assurance. Smaller engagements may operate fully remotely. WEM advises on what works best for each situation.
Does WEM also serve Egyptian companies directly?
Yes. WEM is first and foremost a licensed Egyptian CA firm. We provide the full range of audit, accounting, financial planning, risk management, and advisory services to companies in Egypt — completely independently of our GCC EOR offering.
What CA qualifications can auditors pursue through WEM?
Auditors employed by WEM are officially registered under our registered CA firm with Egypt's Ministry of Finance. After 3 years, they qualify to audit joint-stock companies. After 5 years, they earn full CA status — the right to audit public companies. They can also register with the ESAA, Egypt's professional accounting body.
What's included in your EOR service fee?
Our monthly EOR fee covers: employment contract drafting, NOSI registration & monthly filings, tax authority filings (Form 1, 2, 6), payroll calculation & disbursement, statutory leave administration, end-of-service indemnity provision, and standard compliance updates. NOT included (billed separately): laptop/equipment procurement, statutory leave cash-outs above standard, additional benefits like medical insurance upgrades, and immigration/visa support for cross-border transfers.
Do you charge per employee or a flat fee?
Per employee, with volume discounts kicking in at 5+, 10+, and 25+ headcount. We don't charge percentage of salary (which inflates as your team's seniority grows) — instead we charge a flat USD amount per employee per month, plus statutory employer NOSI contributions which you reimburse at actual cost. This makes our pricing predictable and your CFO happy.
How do you handle data privacy for cross-border data flows?
WEM operates under Egyptian Personal Data Protection Law 151/2020 (Egypt's GDPR-equivalent). For clients with stricter requirements (EU GDPR, UAE PDPL, Saudi PDPL), we establish bilateral data processing agreements specifying: data residency boundaries, transfer mechanisms (standard contractual clauses), breach notification timelines (within 72 hours), and right-to-erasure procedures. No data leaves Egyptian jurisdiction without your written authorization.
What if I want to terminate an Egyptian employee?
You request termination through us; we execute the legal process. Notice period (2 months for under 10 years service, 3 months for 10+), severance calculation (half month/year first 5 years, full month/year thereafter), and final settlement (unused leave + statutory benefits). WEM carries the labour-court risk if the termination is challenged. Average wrongful-termination cost in Egypt is 12-24 months' salary — that risk sits with us, not you.
Can we convert an EOR employee to a direct hire later?
Yes, this is a common progression. The path: (1) terminate the WEM contract with proper notice, (2) the employee applies for a work visa to your jurisdiction (if relocation needed), or sets up their own legal employment with your entity if you've opened one. We provide reasonable transition support including reference letters, IP-transfer certificates, and a clean handover of statutory records. Some clients use EOR for the first 12-24 months to validate fit before converting.
Are we exposed to Egyptian tax as a foreign company?
Generally no, when structured properly through an EOR. WEM is the legal employer; you receive a service invoice. Your company has no Egyptian permanent establishment, no Egyptian tax registration, and no Egyptian income tax filings. The Egyptian employee's income tax is withheld and filed by WEM under WEM's tax file. The WEM service fee is recorded by your company as a professional service expense — deductible in your home jurisdiction per its own tax rules.
What's the social insurance burden for the employer?
Employer NOSI contribution in 2026 is 18.75% of insurable salary, capped at EGP 16,700/month. So even for a high-earning employee at EGP 50,000/month, the employer NOSI is calculated only on EGP 16,700 = EGP 3,131/month. This 'ceiling effect' is why Egypt is favourable for senior hires — the social insurance burden doesn't scale linearly with salary. WEM handles all NOSI registration, monthly filings, and remittance.
What currencies do you invoice in?
USD, EGP, AED, SAR, or KWD — your choice. Most GCC clients invoice in USD to neutralize currency risk on their side. If you invoice in USD, the EGP/USD fluctuation is our risk, not yours — you pay the same USD amount each month regardless of EGP movements. If you prefer EGP for accounting purposes, the rate is locked at quarterly intervals. Payment terms: NET 15 from invoice date.
How do you handle currency fluctuation risk?
Two options: (1) USD-pegged contract: you pay a fixed USD amount monthly, we absorb EGP volatility — typical for stable, multi-year engagements. (2) EGP contract with quarterly rate refresh: we re-rate the engagement every 3 months against the prevailing USD rate; you absorb gradual EGP movements. The pegged contract option carries a 3-5% currency buffer in our pricing; the quarterly-refresh option has cleaner pricing but variable monthly invoices in your currency.
Do you source candidates or do we bring our own?
Both models are supported. Model A (we source): we present 3-5 pre-vetted candidates per role from our talent network within 7-14 days. Useful for accelerated hiring or when you don't have Egypt sourcing channels. Model B (you bring): you identify the candidate; we handle employment, payroll, and compliance. Useful when you've already interviewed and selected. Many clients use a hybrid: Model A for first hires to validate the process, Model B for subsequent hires through referrals.
How do you ensure candidate quality?
Three filters before a candidate reaches your interview: (1) CV screening against your specific brief, (2) technical screening for engineering/finance roles via standardized assessments, (3) cultural-fit interview by our senior team. We typically interview 8-12 candidates internally to present 3-5 to you. If a hired candidate doesn't perform within the first 60 days, we replace them at no recruitment cost (replacement clause). Cost: 0 — quality assurance is built into our service.
Can I see a sample of the employment contract before signing?
Yes. WEM publishes its full sample employment contract template publicly, with confidential commercial terms redacted.
What does the full engagement process look like?
WEM follows 6 documented steps.
