Egypt has become the natural back office of the Gulf: same time zone, a two-hour flight, an Arabic-first workforce, and a cost base a fraction of Riyadh or Dubai. But the moment a GCC company employs someone in Egypt, it inherits a statutory system with its own rates, its own ceiling, and — from 1 January 2027 — its own scheduled increase. This article sets out exactly what the employer pays today, why the figure in your spreadsheet should read 18.75% and not 19.5%, where work-injury insurance moves, and the full contribution timeline written into the law up to 2041.

1. Why the accuracy of this number matters

Social insurance is not a rounding error in an Egypt hiring model. At the 2026 insurable-wage ceiling of EGP 16,700, the employer's contribution is capped at roughly EGP 3,131 per month per employee — a fixed, predictable, budgetable amount that does not scale with seniority. Get the rate wrong by three quarters of a percentage point across thirty seats and the annual variance is real money; get the registration wrong and the exposure is retroactive contributions, delay fines, and a labour-inspection file.

Everything below rests on Social Insurance and Pensions Law No. 148 of 2019, in force since 1 January 2020, and its Executive Regulations issued by Prime Ministerial Decree No. 2437 of 2021.

2. Article 19 and the increase that starts on 1 January 2027

Article 19 of Law 148/2019 fixes the contribution rates for old-age, disability and death insurance for employees in the private sector at 12% payable by the employer and 9% payable by the insured employee — 21% combined. The same article then writes a long-term escalation into the statute itself:

The statutory text: contribution rates are increased every seven years by 1%, provided that total contributions do not exceed 26%.

Because the law took effect on 1 January 2020, the first periodic increase falls due on 1 January 2027. The prevailing practical reading — and the one WEM budgets on — is that the 1% is split equally: 0.5% onto the employer and 0.5% onto the employee, mirroring how the 12%/9% split is already structured. The precise allocation for each cycle is a matter for the implementing decision of the National Organisation for Social Insurance (NOSI), so treat the split as the planning assumption it is, and confirm it before it is written into a fixed-price contract that runs past 2026.

Starting from 21% today, the ceiling of 26% is reached in stages: 22% in 2027, 23% in 2034, 24% in 2041, and so on until the cap.

3. The employer's 18.75% — why not 19.5%?

Read enough summaries of Egyptian payroll and you will meet the figure 19.5%. It is not wrong in theory; it is wrong in most practice. The difference is reward insurance (تأمين المكافأة), a 1% component that the great majority of private-sector companies do not apply, by executive decision. Netted out, the rate actually running through private-sector payrolls is 18.75%.

4. Work-injury insurance is the one rate that moves

The 1.75% work-injury component is the only element that is genuinely variable, and it is assessed on your establishment, not on the individual:

For an office-based finance, engineering or support team — the typical GCC-facing Egyptian hire — the rate sits at the low end of the band. For anything industrial, model 3% and be pleasantly surprised. This is also the practical reason an employer's actual invoice can differ slightly from a generic calculator: the calculator knows the law, the inspection knows your premises.

5. The contribution timeline written into the law: 2020 to 2041

This is the schedule a five-year workforce plan should be built on, applying the equal-split assumption set out in section 2:

Two things a CFO should take from this table. First, the increase is gradual and legislated years in advance — this is not a jurisdiction where employment cost jumps without notice. Second, the change is measured in half a percentage point of a capped wage: at the 2026 ceiling, the 2027 step adds roughly EGP 84 per employee per month on the employer side. Set against a 40–60% all-in saving versus a local GCC hire, it does not move the decision — but it should be in the model, not a surprise in January 2027.

A separate escalator, often confused with this one: the minimum and maximum insurable wage limits also rise 15% each 1 January for a seven-year period that began in 2021, under the Executive Regulations. That is a change to the base; Article 19 is a change to the rate. Both need to be in the model, and they are not the same thing.

6. What this means for you — three readers, three different problems

If you run or finance a GCC company

Your exposure is not the rate; it is the administration behind it. Registration with NOSI, monthly Form 1/2/6 filings, correct declaration of the comprehensive wage rather than an under-declared basic, retroactive assessment risk on inspection, and end-of-service handled under the right statute. Through WEM you receive one monthly invoice, and the Egyptian government relationship — registrations, filings, inspections, correspondence — sits with WEM as the legal employer. You never open an Egyptian entity, and you never file an Egyptian form.

You also get something an offshore contractor arrangement cannot give you: your team works from a managed WEM workspace in Cairo, with attendance records and a professional environment — so "remote" does not quietly become "unavailable", and a full-time role is not being shared with two other clients.

If you are an HR or payroll manager

The errors that cost money in Egypt are boring and repetitive: the wrong insurable-wage basis, a late Form 1, a work-injury rate that was never re-assessed after the workforce grew, a probation period applied twice. If you are being paid monthly by a company abroad with no Egyptian contract, no social-insurance registration and no medical cover, you are carrying the entire risk of that arrangement personally: no insured years accruing toward a pension, no illness or work-injury cover, no end-of-service protection, no employment record for a visa or a mortgage, and no legal standing if the payments stop. 7. The short version

1. لماذا تهمّ دقّة هذا الرقم

التأمينات الاجتماعية ليست بنداً هامشياً في نموذج التوظيف في مصر. فعند سقف الأجر التأميني لعام 2026 البالغ 16,700 جنيه، تكون مساهمة صاحب العمل محدودة بنحو 3,131 جنيهاً شهرياً لكل موظف — مبلغ ثابت وقابل للتنبؤ والموازنة، ولا يتصاعد مع الأقدمية. وخطأ بثلاثة أرباع النقطة المئوية على ثلاثين مقعداً يعني فرقاً حقيقياً سنوياً؛ أما الخطأ في التسجيل نفسه فتبعته اشتراكات بأثر رجعي وغرامات تأخير وملف تفتيش.

كل ما يلي مستند إلى قانون التأمينات الاجتماعية والمعاشات رقم 148 لسنة 2019، الساري منذ 1 يناير 2020، ولائحته التنفيذية الصادرة بقرار رئيس مجلس الوزراء رقم 2437 لسنة 2021.

2. المادة 19 والزيادة التي تبدأ في 1 يناير 2027

تحدّد المادة 19 من القانون 148/2019 نسب الاشتراك في تأمين الشيخوخة والعجز والوفاة للعاملين لدى الغير بواقع 12% على صاحب العمل و9% على المؤمّن عليه — أي 21% مجتمعة. ثم تكتب المادة نفسها آلية تصاعد طويلة الأجل داخل نص القانون:

نص القانون: «تزاد نسبة الاشتراكات كل سبع سنوات بنسبة 1%، بما لا يتجاوز إجمالي نسبة الاشتراكات 26%».

ولأن العمل بالقانون بدأ في 1 يناير 2020، تستحق أول زيادة دورية في 1 يناير 2027. والقراءة العملية السائدة — وهي التي تبني عليها WEM موازناتها — أن الـ 1% تُقسَّم مناصفةً: 0.5% على صاحب العمل و0.5% على المؤمّن عليه، اتساقاً مع بنية التقسيم القائمة 12%/9%. أما التوزيع الدقيق لكل دورة فمرجعه القرار التنفيذي للهيئة القومية للتأمين الاجتماعي، فتعامل مع هذا التقسيم بوصفه فرضية تخطيط، وتحقّق منه قبل إدراجه في عقد بسعر ثابت يمتد إلى ما بعد 2026.

وبدءاً من 21% حالياً، يُبلَغ سقف 26% على مراحل: 22% في 2027، و23% في 2034، و24% في 2041، وهكذا حتى الحد الأقصى.

3. نسبة صاحب العمل 18.75% — ولماذا ليست 19.5%؟

ستقابل في كثير من الملخّصات رقم 19.5%. وهو ليس خاطئاً نظرياً، لكنه خاطئ في الواقع العملي لمعظم الشركات. والفارق هو تأمين المكافأة، وهو مكوّن بنسبة 1% لا تطبّقه الغالبية العظمى من شركات القطاع الخاص بقرار تنفيذي. وباستبعاده تصبح النسبة السارية فعلياً على كشوف رواتب القطاع الخاص 18.75%.

إجمالي العبء القانوني اليوم: 18.75% على صاحب العمل + 11% على الموظف = 29.75% من أجر الاشتراك، لا من كامل الراتب. وفوق سقف 16,700 جنيه يتوقّف الطرفان عن الزيادة.

4. تأمين إصابة العمل هو النسبة الوحيدة المتحرّكة

مكوّن إصابة العمل البالغ 1.75% هو العنصر المتغيّر فعلاً، ويُقدَّر على المنشأة لا على الفرد:

وبالنسبة لفريق مكتبي في المالية أو الهندسة أو الدعم — وهو التوظيف المصري النمطي الموجّه للخليج — تقع النسبة في الطرف الأدنى من النطاق. أما أي نشاط صناعي فاحتسبه على 3% ثم افرح بالفارق. وهذا أيضاً السبب العملي في أن الفاتورة الفعلية قد تختلف قليلاً عن أي حاسبة عامة: الحاسبة تعرف القانون، والتفتيش يعرف منشأتك.

5. الجدول الزمني للاشتراكات المكتوب في القانون: من 2020 إلى 2041

هذا هو الجدول الذي ينبغي أن تُبنى عليه أي خطة قوى عاملة خمسية، بتطبيق فرضية التقسيم المناصفة الواردة في البند 2:

وهناك ما ينبغي أن يخرج به المدير المالي من هذا الجدول. أولاً، أن الزيادة تدريجية ومُشرَّعة قبلها بسنوات — فهذه ليست ولاية قضائية تقفز فيها تكلفة التوظيف بلا إنذار. وثانياً، أن التغيير يُقاس بـنصف نقطة مئوية من أجر مسقوف: فعند سقف 2026 تضيف خطوة 2027 نحو 84 جنيهاً لكل موظف شهرياً على جانب صاحب العمل. وأمام وفر شامل بنسبة 40–60% مقارنةً بتوظيف خليجي محلي، فإنها لا تغيّر القرار — لكن يجب أن تكون داخل النموذج، لا مفاجأة في يناير 2027.

مُتصاعِد آخر كثيراً ما يُخلَط بهذا: الحدّان الأدنى والأقصى لأجر الاشتراك يرتفعان أيضاً بنسبة 15% كل 1 يناير لمدة سبع سنوات بدأت في 2021 وفقاً للائحة التنفيذية. وذلك تغيير في الوعاء؛ أما المادة 19 فتغيير في النسبة. وكلاهما يجب أن يكون في النموذج، وهما ليسا الشيء نفسه.

6. ماذا يعني هذا لك — ثلاثة قرّاء، وثلاث مشكلات مختلفة

إذا كنت تدير أو تموّل شركة خليجية

مخاطرتك ليست في النسبة، بل في الإدارة التي خلفها: التسجيل لدى الهيئة القومية للتأمين الاجتماعي، والاستمارات الشهرية (1 و2 و6)، والإقرار الصحيح بالأجر الشامل بدلاً من أجر أساسي مُخفَّض، ومخاطر الربط بأثر رجعي عند التفتيش، ونهاية الخدمة وفق القانون الصحيح. ومن خلال WEM تحصل على فاتورة شهرية واحدة، وتبقى العلاقة مع الجهات الحكومية المصرية — تسجيلات وإقرارات وتفتيش ومراسلات — على عاتق WEM بوصفها صاحب العمل القانوني. فلا تفتح كياناً مصرياً، ولا تقدّم استمارة مصرية واحدة.

وتحصل كذلك على ما لا يمنحه التعاقد مع مستقل عن بُعد: فريقك يعمل من مكتب WEM المُدار في القاهرة، بسجلات حضور وبيئة احترافية — فلا يتحوّل «العمل عن بُعد» بهدوء إلى «غير متاح»، ولا تكون الوظيفة بدوام كامل مقسومة بين عميلين آخرين.

إذا كنت مدير موارد بشرية أو رواتب

الأخطاء التي تكلّف مالاً في مصر أخطاء رتيبة ومتكرّرة: وعاء أجر تأميني خاطئ، واستمارة 1 متأخرة، ونسبة إصابة عمل لم يُعَد تقديرها بعد نمو العمالة، وفترة اختبار طُبِّقت مرتين. وتُراجَع رواتب WEM بإشراف محاسب قانوني قبل إصدار الفاتورة، ويُطابَق كل رقم قانوني على نص القانون لا على جدول الشهر الماضي.

إذا كنت محترفاً مصرياً تعمل لدى شركة خليجية

إذا كنت تتقاضى أجراً شهرياً من شركة في الخارج بلا عقد مصري ولا تسجيل تأميني ولا تغطية طبية، فأنت تتحمّل كامل مخاطر هذا الوضع شخصياً: لا مدة اشتراك تتراكم لمعاش، ولا تغطية مرض أو إصابة عمل، ولا حماية لنهاية الخدمة، ولا سجل وظيفي لتأشيرة أو تمويل عقاري، ولا مركز قانوني إن توقّفت التحويلات. ومن خلال WEM تحتفظ بالعميل نفسه والعمل نفسه، وتكسب عقد عمل مصرياً رسمياً وفق قانون العمل 14/2025، وتأميناً اجتماعياً وتغطية طبية، ومكتباً احترافياً بدلاً من عقد كامل من العمل منفرداً في البيت.

7. الخلاصة
